Since last July, Boston's chapter of the Asian Community Development Corporation, in partnership with CITGO-Venezuela, has giving away free compact flourescent lights to Chinatown residents, and educating them on the importance of renewable energy for the environment and to cut their energy costs.

While it often seems that the cost of "going green" can be more expensive than it is worth during these harsh economic times, there is one group in Boston that is trying to ease the transition to renewable energy for some of the city's residents.
Since last July, the city's chapter of the Asian Community Development Corporation, a nonprofit group that creates programs to serve the Asian community in Boston, has been giving out free compact fluorescent light bulbs (CFLs) almost every weekend to the residents of Chinatown. The program stresses the importance of helping the environment and the need to lower energy bills for those in the community who are stuck in a low socio-economic status.
"I think the program has been a huge success," said Vimala Phongsavangh, the 22-year-old energy efficiency program director, who is working with the ACDC as a volunteer for AmeriCorps Vista. "We reached our goal of getting (energy-efficient) lights in 1,000 households, and we still have more to give out. We are working towards getting rid of a total of 20,000 light bulbs."
If all of those lights get distributed and are used properly, the program could save a total $14.9 million for residents over the life of the CFLs and cut the community's energy use by nearly 165 million kilowatt hours, according to the ACDC's website.
The idea for the program seemingly fell on the lap of the ACDC, Phongsavangh said, as they received a phone call early last summer from a representative at CITGO-Venezuela. The oil company had been offering thousands of free CFLs to various groups in need across America, including several Chinatowns, Phongsavangh said, and thought Boston's Chinatown was a worthy cause.
Though the motivation for most of the Boston Chinatown residents to get the light bulbs was financial, both in terms of being free and lowering energy bills, many were just as interested in them because they were environmentally friendly, Phongsavangh said.
"I came to save energy," said Chinatown resident Muhua Zhang through a translator, as she picked up her free 10-pack box of CFLs, which would normally cost $50. "And it's good for the whole human being."
Zhang, who has been using the CFLs for years in her home, said her favorite thing about them is how long they last, saving her lots of money. A single one of the bulbs given out by the ACDC is guaranteed to last two years, "based on rated life at four hours use per day at 120 volts," the package says.
While the light bulbs were "technically" free for the Chinatown residents, in order to receive them on the distribution days, they were required to attend workshops that taught ways in which they can cut down on their energy use and how to use and dispose of the CFLs, which contain mercury. All of the workshops were taught in Cantonese.
About 30 people would show up for each workshop, which ran three times a week from July to January. The workshops served as crash courses in the fundamentals of renewable energy for the residents, many of whom did not realize how much energy they had been wasting, said Maple Zou, 28, a volunteer who taught at the workshops.
"I could really see the light in their eyes when they heard there was something small that they could do to save electricity," Zou said. "(For instance), I asked if they ever paid attention to things like a small space between the window and the wall, which would waste energy, and many would say, 'Oh yeah, I have been doing that (wrong).'"
When the workshops came to a close, the participants were required to pass an oral quiz in order receive the CFLs. Some residents found the lessons valuable enough to bring back their children so they also could help save energy around the house, Zou said.
Overall, the project more than met the ACDC's expectations, Phongsavangh said, and while they are only handing out the remaining light bulbs at this point in the program, there is a strong possibility the workshops will start again in the near future because of their success.
